Tian Belawati

Tian Belawati, President, International Council for Open and Distance Education (ICDE); Rector, Universitas Terbuka (Open University), Indonesia

Professor Tian Belawati,M.Ed., Ph.D.,has made lifetime professional contributions to open and distance learning (ODL). She has had extensive experiences in research, teaching, and administration of one of the mega universities in the world, Universitas Terbuka (UT), which serves over 550,000 students with differing needs and circumstances, residing in Indonesia and overseas.

She started her career in academic life as researcher in Vancouver, British Columbia, Canada. Upon her return to UT in 1996, she was appointed as Head of the Center for Indonesian Studies and then was given greater responsibilities as Vice Rector for Academic Affairs of UT for two-terms, from 2001 until 2009. During her office terms, UT started to introduce a new ODL platform through innovations such as online tutorials, open educational resources (OERs), online examination, digital library, and other ICT-based initiatives in teaching, learning and academic administration.

In 2009, Professor Belawati was appointed as Rector of UT and is currently in her second office term. As Rector, she has managed to improve the quality of ODL, develop greater public confidence in ODL, and establish collaborations with international as well as regional ODL institutions and associations. Her professional achievements have also led her appointments as Secretary General (2007-2009) and then President (2009-2010) of the Asian Association of Open Universities (AAOU). She was also elected as a member of the Election Committee (2007-2009), Executive Committee (2009-now), and at present the President of the International Council for Open and Distance Education (ICDE). Professor Belawati holds a Ph.D. in Adult Education from the University of British Columbia and a M.Ed. in Management of Distance Education from Simon Fraser University, Canada. Her reputations as both ODL researcher and top administrator have been recognized through various awards in the field of research and recently she received the AAOU Meritorious Award in 2013, as well as the Distinguished Individual Promoter of the ODL from the African Council for Open Education (ACDE) in June 2014.
Alan Bruce

Alan Bruce, CEO & Director, Universal Learning Systems, Ireland; Vice-President, European Distance and E-learning Network (EDEN).

Alan Bruce is CEO of Universal Learning Systems. A sociologist who undertook his academic studies in Los Angeles, Galway and Amsterdam, Dr. Bruce has lectured in universities in France, England and Ireland and worked in policy research for the European Commission in Brussels. In Ireland he was responsible for professional training of specialists working in vocational rehabilitation. He has lectured and published widely on the social construction of disability, equality paradigms, social inclusion, strategic change and managing diversity.

He is adjunct professor in the University of Wisconsin and has collaborated with various US universities in research and program development. He was Academic Coordinator of the M.Sc. in Rehabilitation Counselling of the University of Illinois in Urbana-Champaign in Ireland (1997-2000). He lectures for the Open Learning Centre of the National University of Ireland Galway in equality, diversity and systematic learning. He is a Senior Research Fellow in Education with the University of Edinburgh.
In 2007, he was elected as a Fellow of European Distance and E-learning Network (EDEN). In 2010, he became Vice-President of EDEN. He is Academic Coordinator for the Conflicts of Interest program validated by Queens University Belfast. He is a member of the Association for Historical Dialogue and Research in Cyprus. He has lectured in Kosovo, Bosnia, Romania, Cyprus and Northern Ireland on conflict transformation and innovative learning. A research specialist with the Equality Authority, he was training adviser to the National Consultative Committee on Racism and Interculturalism (2006-09).

A member of the Scientific Committee of the Creanova Project (2008-11) on innovative learning for the University of the Basque Country, he now coordinates CANRIC (Creanova Academic Network for Research in Innovation and Creativity).

Since 2012, Dr Bruce is National Coordinator for Ireland of the EU Open Discovery Space initiative, aiming at ICT supported transformative learning in European schools.

Piet Henderikx graduated in psychology and educational sciences at KU Leuven (Belgium) and has held different positions with regard to educational development and higher education policy at KU Leuven (1973-1986). He has been Senior Advisor for higher education and research at the Cabinet of the Flemish Minister of Education and Training (1986-1988) and Director of the Interuniversity Centre for Open Higher Education (1988-1996). He was Senior Advisor to the Rector of KU Leuven for educational and international policy (1996-2012).

Piet Henderikx acted as Secretary General of EADTU and CEO of EOUN (1996-2012). He has been consultant for official bodies of several European countries and the European Commission and member of the strategic advisory committees for distance education at CNED (France) and member of review and accreditation committees for open and online education in Austria, Switzerland, Ireland and South Africa.

Dmitry has been working in the sphere of education for more than 12 years. In 2002-2007 he was Director of educational programmes and projects in the non-profit organization Federation of Internet Education. In 2007-2010 he served as a key expert in analytical support of federal targeted programme Development of Education. In 2011-2012 he was Deputy Director of the Department of Federal Targeted Programmes and Projects, Ministry of Education and Science of the Russian Federation.
In 2012-2013 Dmitry designed the first Russian MOOC system Universarium and since that time he has been realizing this project.

Nowadays he is a member of research and coordination board and of a working group on e-learning development, Ministry of Education and Science.

Dmitry has a degree in research engineering. He speaks English and Spanish.

Dae Joon Hwang

Mr. Dae Joon Hwang has been on the faculty of the College of Information and Communication Engineering at Sungkyunkwan University in Seoul, Korea, since March 1987. He represented Korean higher education institutions during his office of Secretary General of the Korean Council for University Education during the period of May 2011 April 2013.

He also served two consecutive terms as President of the Korea Education Research and Information Service (KERIS) from July 2004 to April 2008. During his office of president of KERIS, he contributed to turn Korea to be a global player in use of ICT in education and e-Learning. Cyber Home Learning System that he took a leading role in developing and implementing it in the school sector in Korea has been known as the first and best eLearning environment providing the students (the 4th grade of primary school - the 1st grade of high school students) with opportunities for learning and consulting after the school hours. During the office of president of KERIS he strongly supported Korea for innovating education system, curriculum design, and pedagogy development to leverage ICT and e-Learning as the catalyst of innovation, which was published as a world best practice in ICT in education and e-Learning by UNESCO IITE November 2011. With recognition of his significant contributions to e-learning and ICT in education as the founder, evangelist, a leader and a CEO, he was called to take various posts in home and global communities as well: Advisory Board Member of the Minister of Education, Chairman of IMS Korea and a Member of the Executive Strategic Council of IMS Global in Washington DC., U.S.A., a Governing Board Member of UNESCO IITE in Moscow, Russia since Sept. 2009, Presidential Committee Member of the Republic of Bashkorotostan, Russia, an International consultant of Ministry of Education, Thailand, and a former Member of Advisory Board of Currki in CA., U.S.A.

Over the past 24 years, he has been actively working as an expert and a leader on research, teaching, and industry and as president of a government institute in the area of ICT in education and technology intensive open learning environment, policy planning and administration, computer architecture (dataflow machine design), parallel processing, and multimedia framework design. He also has more than 30 years of experience in both research and teaching at Korean universities. In addition, he spent one year as a visiting professor at MIT from July 1990 to August 1991 and four months as an invited researcher at the IBM Thomas J. Watson Research Center in New York during November 1993 to February 1994. And also he served as a visiting professor at University of California, Irvine, U.S.A. for March 2001 to August 2001.

He was awarded the Grand Prize in ICT in Education by UNESCO in Paris, France in January 2007. He was awarded a Gold Medal in Education from France in May 2008. He was also given an Honorary Doctorate in June 2009 by MESI (Moscow State University of Economics, Statistics, and Informatics) in Moscow, Russian Federation.

Dr. Hwang’s current interests in research and consultation include smart innovation in education and learning, practice of open paradigms: open access to educational resources (OER, OCW, MOOCs), Big Data and Learning Analytics, cloud computing, and sustainable creative learning ecosystem.
Darco  Jansen

Darco Jansen, EADTU Programme Manager, European Association of Distance Teaching Universities (EADTU).

He is responsible for development of different long term themes for EADTU(-members) on Online Education, MOOCs and OER, Research, Employability and Open and social Innovation (e.g. with (small) businesses).

Darco Jansen is coordinator of several European projects. His fields of expertise are e-learning, open innovation, educational business development, continuous education, non-/informal learning and workplace learning. He worked for over 20 years at the Open Universiteit of the Netherlands. He has extensive experience in developing distance courses with e-learning, in leading course development teams and as a leader of educational innovation programs. Currently Darco is the coordinator of the first Pan-European MOOC initiative OpenupEd. The website www.openuped.eu provides at this moment 173 courses free of charge and in 12 different languages. Next, he coordinates another project on MOOCs called HOME, and participates in several other projects related to MOOC and open education.

Professor Alexander Khoroshilov is a well-known scientist and specialist n ICTs in economics, management, education, mathematical modeling and statistics.

Prof. Khoroshilov has over 35 years of deep professional experience in the field of ICTs and education (strategic development and management, capacity building and professional development, coordination of scientific-educational projects) including that at the international level. Besides he has an extensive experience in provision of advisory services to education policy makers.

He has graduated from the Moscow State University of Economics, Statistics and Informatics (MESI) in 1975, where he then has been worked until 2007 on various positions from software engineer to First Vice-Rector (at the latest position - during 15 years). In the period from 2007 to 2010 he has been worked at the Academy of Labor and Social Relations as Vice-Rector and at Lomonosov Moscow State University as a professor. Since August 2010, he has been working at the UNESCO IITE on the position of National Programme Officer being responsible for capacity development and networking. At UNESCO IITE he coordinates a number of project activities as following:
  • adaptation and deployment of UNESCO ICT-CFT including a setting-up of national/regional teacher ICT competency standards,
  • teacher professional development including master programmes curriculum development,
  • cooperation with global UNESCO networks (UNESCO ASPnet UNITWIN/UNESCO Chairs, UNESCO UNINTWIN Centers),
  • partnership with public and private sectors including IT international brands.

Svetlana Khapaeva, Key Expert, Distance Learning Department, Centre of Educational IT, Resources and Networks Federal Institution for Development of Education

Svetlana is the author of more than 50 publications on pedagogics, especially related to the issues of organization and implementation of e-learning and practical use of distance education technologies.

Since 2012, Svetlana Khapaeva is academic supervisor of an Internship Platform From Modern IT to Effective Management of Preschool Education Institutions. Diana Laurillard

Diana Laurillard, Professor, London Knowledge Lab, Institute of Education, University of London, United Kingdom

Diana Laurillard is Professor of Learning with Digital Technologies at the London Knowledge Lab, Institute of Education, University of London, leading research projects on developing the Learning Designer suite of tools for teachers and trainers, and on software interventions for adult learners with low numeracy and dyscalculia. She is also Assistant Director for Open Mode learning at the Institute of Education.

In collaboration with the UNESCO Institute for Information Technologies in Education, the IOE is running a MOOC on ICT in Primary Education: Transforming children's learning across the curriculum, (https://www.coursera.org/course/ictinprimary), for which Prof Laurillard is lead instructor.
Research includes the development of an online community of teacher-designers, based around the Learning Designer, an online learning design tool to enable teachers to create and share new pedagogies for using learning technology (http://web.lkldev.ioe.ac.uk/LD).

Previous roles include: Head of the e-Learning Strategy Unit at the Department for Education and Skills, where she developed the first cross-sector e-learning strategy on ‘Harnessing Technology; Pro-Vice-Chancellor for learning technologies and teaching at The Open University; the Visiting Committee on IT at Harvard University; Royal Society Working Group on Educational Neuroscience.

She is currently Chair of the Association for Learning Technology, on the Governments Education Technology Action Group, on the Boards of the UNESCO Institute for Information Technologies in Education in Moscow, and the E-Learning Foundation, and is Thinker in Residence at the University of Leuven, Belgium. Her most recent book is Teaching as a Design Science: Building Pedagogical Patterns for Learning and Technology, Routledge, 2012, and is translated into Italian. Her previous book, Rethinking University Teaching, Routledge, 2002, is one of the most widely cited in the field, and is translated into Chinese.

Dr. Kam Cheong Li is Director of the University Research Centre, Open University of Hong Kong, and has been actively engaged in open and distance learning for more than two decades.

At the Open University of Hong Kong (OUHK), Kam Cheong Li overseas the promotion, administration and coordination of research and leads research projects on education modes and educational innovations.

Besides research, he has served at OUHK a wide range of roles in postgraduate and undergraduate programmes (such as programme leader, course developer and course development team coordinator, course coordinator, instructor and tutor) that have been delivered in variety of modes (distance learning, e-learning, face-to-face, and blended learning). He has also delivered teacher training programmes by satellite at Tsinghua University in China.

Since the University assumed the presidency of the Asian Association of Open Universities (AAOU) from January 2014, Dr Li has been serving as the Associations Secretary General. He is actively developing the services of the Association for its members and promoting professionalism and good practices in open and flexible education.
He has obtained three bachelors degrees, four masters degrees and a doctoral degree, from a number of institutions in China and the United Kingdom, including the University of Hong Kong, the University of London and Peking University, as well as a number of professional qualifications. He has published over a hundred publications, including monographs, textbooks, refereed articles and research papers.

In addition, he is Honorary Chair Professor and Visiting Professor of a number of tertiary institutions in China and the United Kingdom. He has served as an advisor and external examiner in various education and professional development programmes. He has also been the management committee chairperson of many primary and secondary schools in Hong Kong.



Wayne Mackintosh

Wayne Mackintosh, UNESCO/COL/ICDE Chair in OER and Director of the OER Foundation, New Zealand.

He is coordinating the implementation of the OERu, an international innovation partnership comprising over thirty organisations from five continents working together to provide more affordable education using OER courses with pathways to achieve credible degrees.

Wayne is a committed advocate and user of free software for education. He was the founding project leader of New Zealand's eLearning XHTML editor (eXe) project (www.exelearning.org) and founder of WikiEducator (www.WikiEducator.org) an international community of educators collaborating on the development of free/libre teaching materials in support of all national curricula.

Wayne has extensive international experience in educational technology, learning design and the theory and practice of open and distance learning (ODL). Previously, he was Education Specialist, eLearning and ICT policy at the Commonwealth of Learning (COL), an intergovernmental organisation based in Vancouver, Canada. Before joining COL he was Associate Professor and founding director of the Centre for Flexible and Distance Learning (CFDL) at the University of Auckland, New Zealand. At the University of Auckland, he was tasked with eLearning strategy and leading CFDL's professional staff team. Prior to moving to New Zealand he spent eleven years working at the University of South Africa (UNISA), a distance learning institution and one of the world's mega-universities. Wayne has participated in a range of international consultancies and projects including work for COL, the International Monetary Fund, UNESCO and the World Bank. Wayne is a member of the Advisory Board of the Wikimedia Foundation, Creative Commons New Zealand and the Monterey Institute for Technology and Education. Previously, Wayne served on Editorial Board of Open Learning for more than a decade, but now focuses on open access and open education research efforts. Wayne is married with three children and lives close to Dunedin on the beautiful South Island of New Zealand.

Mandla Makhanya

Mandla Makhanya, Principal and Vice-Chancellor, the University of South Africa (Unisa); ICDE Executive Committee member

Professor Mandla Stanley Makhanya was appointed Principal and Vice Chancellor of the University of South Africa on 1 January 2011. He is prominent in higher education leadership and advocacy and is an executive member of Higher Education South Africa (HESA), which is the voice of the higher education vice chancellors and institutions. He is also Treasurer of the African Council for Distance Education (ACDE) and an executive member of the International Council for Distance Education (ICDE), where he has just been reappointed for a second term.

Professor Makhanya holds a BA and a BA (Hons) in Sociology from the University of Fort Hare, a Masters Degree in Industrial Sociology from the University of Natal (now the University of KwaZulu Natal), and a DPhil from the University of Pretoria and a DTE from Unisa. In 2007 the University of Athabasca in Canada conferred upon him a PhD (Honoris Causa) in recognition of his outstanding leadership at Unisa and his contribution as a distinguished scholar in distance education. He maintains active scholarship through regular publications.

Professor Makhanya is a Deputy Chairperson of the South African National Commission for UNESCO and Chairperson of the Culture Sector of the South African National Commission for UNESCO. He has also been a member of the National Committee of the Memory of the World (MoW). Professor Makhanya is also an Executive Committee Member of the Higher Education Teaching and Learning Association (HETL) International Body (2012). In the 1990s he served in various leadership roles in the South African Sociological Association, including Deputy President in 1998, for a period of two years. He continues to be a member of the South African Sociological Association (SASA) and the International Association of Sociology (ISA).

Mandla Makhanya is married to Mandu and they have four children and grandchildren.
Rory McGreal

Rory McGreal is a co-Editor of the International Review of Research in Open and Distance Education and a UNESCO/Commonwealth of Learning/International Council for Open and Distance Education Chair in Open Educational Resources and Director of the Technology Enhanced Knowledge Research Institute (TEKRI) at Athabasca University (AU) Canadas Open University based in Alberta, Canada.

He is also a professor of Computer Technologies in Education. He was previously the Associate Vice President Research at AU. Prior to that, he was a supervisor at Contact North, a distance education network in Northern Ontario. He has also worked abroad in the Middle East, Seychelles (Indian Ocean) and Europe. He has been honored with the Wedemeyer Award for Distance Education practitioner. His present research interests include the use of Open Educational Resources, mobile learning and the assessment and accreditation of informal learners. He also researches the implementation and management of distance education systems and networks from technological, pedagogical and policy perspectives. He is presently co-Chair of an Alberta, Canada project to implement open etextbooks for post-secondary institutions.

Oleg Smolin

Oleg Smolin is a Professor, full member of the Academy of Humanities, the International Academy of Pedagogics, the Academy of Pedagogic and Social Sciences, corresponding member of the Russian Academy of Education and the International Academy of Social Sciences. He is the author of more than 700 publicationsof both research and publicistic character. He has authored 7 books and co-authored 4 books.

Oleg Smolin is the First Vice-President of the Russian Paralympic Committee, All Russia Association of the Blind (VOS), and Honoured Member of All Russia Association of the Disabled (VOI).

In the State Duma of the Russian Federation, he deals with issues of education. Oleg Smolin was one of the authors of the basic education laws, such as the Laws on Education, on Higher and Postgraduate Vocational Training, on Approval of the Federal Action Programme for the Development of Education, and the National Doctrine of Education in the Russian Federation.

Alan Tait previously held the position as Dean of the Faculty of Education and Language Studies at the OU. His academic career has been in practitioner and scholarly support of distance and e-learning. He was Chair of the European Distance and E-Learning Network (EDEN) NAP Steering Committee 2002-2005, and he served as President of ICDE associate member, EDEN, from 2007-2010. Prior to this, he was Editor of the journal Open Learning from 1989-1998, joint Series Editor of the Routledge Series Studies in Distance Education and Co-Director of the Cambridge International Conference on Open and Distance Learning.

Alan is Professor of Distance Education and Development at the OU and has published extensively in the field of open and distance learning, in particular in learner support. He is former Chief Editor of the European Journal of Open and Distance Learning (EURODL) and current Editor in Chief of the Commonwealth of Learning's Journal of Learning for Development. He has also worked widely in developing countries for international organizations such as UNESCO, the European Commission and the Commonwealth of Learning. He is currently also Senior Online Consultant for The Open University of China. The Academic ouncil of MESI gave Alan Tait the title Honorary Doctor of MESI.

Gard Titlestad joined ICDE after six years at the Nordic Council of Ministers, NCM, in Copenhagen, Denmark, as director for the Department of Knowledge and Welfare. He managed the secretariat for several configurations of ministers including the ministers for education and research, the ministers for health and social affairs, the ministers for labour affairs, and ministers for IT.

Gards focus was on Nordic cooperation in education, research and innovation and the so-called knowledge triangle, and in particular the role of universities. Under his guidance, major initiatives were taken, among them:

  • Research and innovationon climate change, energy and environment for green growth.
  • The new Nordplus programme comprising Nordic and Baltic countries.
  • Nordic eScience and high capacity networks and supercomputing in the Baltic Sea area and with Russia.
  • Strengthened co-operation between the Nordic Countries and Russia on education and research.


Before joining the NCM, Gard served as Research Counsellor for Norway and as member of the executive team for the Norwegian delegation to the European Union.

John S. Zvereff holds a degree in Languages and Linguistics from Georgetown University, Washington, D.C., and did doctoral work in Italian literature at Rutgers University, New Brunswick (New Jersey).
After a year in Tangier, Morocco, where he taught English and did research for his doctoral thesis (Arabic Influence on Italian Literature of the XII and XIII Centuries), he was contracted to teach for a year in Riyadh, Saudi Arabia. In 1976, he returned to Tangier to become Director of the American Language Center, and to set up the Old Legation Museum and the Association for the Study of Moroccan American Relations. Two years later, he moved to Barcelona, Spain, having been appointed Academic Director of the Institute of North American Studies, and then Executive Director of the same institution from 1978 to 1996.

From 1997 to December 2002, he served as CEO of the Museu dArt Contemporani de Barcelona (Museum of Contemporary Art), Spain, and for a year and a half after that was an independent consultant for cultural and art projects. In 2004 he relocated to Paris, France, having been appointed Secretary General of the International Council of Museums (ICOM), position that he held into 2007.

In 2008, he joined the Universitat Oberta de Catalunya, in Barcelona, Spain, initially as Rectors Delegate for International Affairs, then as Director of the Office of International Development, position that he holds to date.
John Zvereff has native language proficiency in English, Spanish, and Italian, and is fluent in Catalan and French.

In the academic sphere, Dr. Judith Zubieta Garcia teaches undergraduate and graduate courses and gives advice to a growing number of students working on their thesis and dissertations. She is actively involved in UNAMs Graduate Program in Engineering and has conducted numerous seminars and workshops in the Graduate Program of Management. Her commitment to human resources formation has always been strong, including training and updating courses.
Her engagement with science dissemination has driven her to direct two academic and very successful programs geared towards promoting science and technology among highschool and undergraduate students. One of them still runs at UNAM and the second one is sponsored by the Mexican Academy of Sciences (Program Summer for Scientific Research). In the last ten years, she has been involved in different initiatives to increase womens participation in Science and Technology, a concern she has long stressed through several projects like GenTec, financed by UNESCO and OEI, and as Co-Chair of the Women for Science program, economically supported by IANAS (Interamerican Network of Academies of Sciences).
Dr. Zubietas administrative skills are also very well grounded and documented since she has performed different managerial and executive roles within Mexicos federal government as well as inside UNAM. She is a member of Mexicos National System of Researchers (level II) and of the Mexican Academy of Sciences, as well as some other professional associations. She was elected Vicepresident of the Mexican Mathematical Society for the period 2012-2014. She has participated very actively in many scientific committees, evaluation groups and editorial boards. Her books, articles and papers have been presented in a great number of national and international conferences and simposia and she has been invited to carry out jury work in prestigious academic contests and research prices.
She is currently President of the Board of Directors of ECOESAD (the Mexican Common Space for Distance Education), an association which groups 39 public higher education institutions.
