The round table discussion aims at:
  • Attracting attention to the problems of increasing effectiveness of management and automation of business processes of a higher education institution (HEI), and to development of ICT standards in education.
  • Summarising theorize and practical experience of automation of business processes of a HEI under the conception of Federal Target Programme on Development of Education for 2011-2015.
  • Organisation of interaction between interested educational institutions, organisations and specialists for quality improvement of automated information systems of HEI management.

  • How to control the information flows of a HEI?
  • To which standards should the automated information system (AIS) correspond?
  • One AIS for all universities or many different AISes?
  • How can an integrated information system of management of HEI’s business processes be designed and developed?

Nowadays information environment as a tool for access to necessary information has turned to be an essential component of HEI management infrastructure and a block of intellectual services, which are inseparable from organization of HEI management and education.

One of the global trends of economic development is the searching new ways of improvement of organization management effectiveness.

In 2013, 379 HEIs (including 224 branches) were declared ineffective after HEI effectiveness monitoring held by the Ministry of Education and Science of the Russian Federation with the support of the Federal Education and Science Supervisory Service.

Today knowledge and national education systems have become key elements of global struggle for leadership in modern world. The ability of a HEI to adapt to the needs and demands of changing world is determined by the pace of innovation integration and level of acquiring modern information technologies and automation of HEI business processes automation.

Global economic and social forecasts reflect the change trends of education sphere. These are, above all, the use of cloud technologies and mobile gadgets, massive open online courses (MOOCs), and game-based learning elements. There are almost no discussions about the development of automation of HEI business processes management, except common discussions about general tendencies of ERP-systems development.

What should an automated HEI management system be like, which processes should it cover, and which functionality should it have?

The conference "World Without Boundaries and Global Education: a View Form Africa" is devoted to cooperation between Russia and the countries of the African continent in the field of education. States of the region are very different in terms of development and economic prospects, but all of them are united in a great need for qualified personnel. The Soviet Union had a program of massive economic and educational assistance, but modern Russia no longer possesses necessary resources to maintain that level of support.

In the XXI century, Africa has become a field of economic confrontation between the European powers and China, which sees the region as a source of raw materials and a club of political allies. China not only economically supports African countries, but also attracts thousands of African people each year to its universities to study modern science and technology. Will Russia offer something competitive in terms of education? The answer to this question is likely to determine the future of Russias position in the world and its soft power capabilities.

Can Russia and Africa help each other in overcoming the challenges of globalization? Which type of specialists are needed to accelerate the economic development of the African continent? These and many other questions are to be highlighted by the embassies of African States, Africanists and Russian Education Ministry officials.

  • Master class on the role of MOOCs in higher education (OpenupED)
    This master class will focus on the role MOOCs and OER play in open and online education. The open sharing of content, tools, technologies, models, experiences, etc. creates new opportunities for innovation and incubation. More than in previous times universities can take into account needs of business and public sectors and changes in students learning habits in the process of course or program development. Open and online education are seen as innovation drivers to improve education and/or seen as the base for transformation of our (secondary and higher) educational system.

    New technology enables the possibility to teach over 100.000 students at the same time in the same course (MOOC for Massive Open Online Course). These MOOCs are free and online available. Renowned institutes are already offering these massive open and online courses. Other institutes are working together to develop and offer massive online courses. For some people MOOCs are seen as an indicator that our higher educational system will change.

    MOOCs are situated in the long history of university extension, open education and widening participation initiatives that have sought to extend access to higher education. MOOCs are also situated in the open education resources (OER) agenda. Open Educational Resources (OER) are materials used to support education that may be freely accessed, reused, modified and shared by anyone. OER creators own the intellectual property and copyrights of the OER they create. However, they license the OER and make it freely available to others.

    The world of open and online education does change the way we innovate our education system, our programmes and courses. Leveraging open as an economic driver involves developing and delivering open products and services in partnership with others around Europe (and the world). Open education does change the relation universities holds with service providers (e.g., test and exam centres, publishers, providers platform), companies for training offers, investors (to open education), governments and foundations.

    In this master class we will focus on the limitations, threats, benefits, challenges, and opportunities open and online education creates. Special attention will be given to the brand new pan European initiative on MOOCs called OpenupEd. OpenupEd aims at opening up education for you with an offer that reflects European values such as equity, quality and diversity. We will also concentrate on different business models and policy incentives and the role of different stakeholders.

  • Master class on quality assurance in online and flexible education (E-xcellence)
    The Master class on quality in e-learning contributes to a need of understanding for universities that ICT is no longer an optional element for enhancing education, but a must. Now that technology has become the natural environment of a new generation of students it is essential for universities to anticipate on that. Expectations of students are changing and universities have to realise that they have to shift to quality ICT supported education to keep up with changing demand.

    The E-xcellence instrument on QA in e-learning is a benchmarking approach towards improved e-learning performance. It was developed with the involvement of some 50 universities and several linked QA-agencies to be a highly relevant and useful instrument for e-learning. The instrument is fit for blended as well as dedicated open and distance learning universities. For QA-agencies, the instrument will serve as a reference tool for assessing the optimal use of e-learning for today's operation of universities.

    The E-xcellence Master class for universities and QA-agencies offers insight in the need and operational use of the E-xcellence instrument. We therefore offer an instructive and participatory training event on the topic of excellence in ICT enhanced Higher Education. In the session we will engage high level experts from our E-xcellence team.

    The target groups of the Master class are:
    • Universities
    • QA-agencies
    • Governments (national and European level)
    • Stakeholders (all organisations concerned with innovating higher education)


    All target groups mentioned above play a role in enhancing ICT supported education and have a role in guaranteeing the quality. The outcome of the Master class is an increased awareness of related innovations in education and offering the related actors approaches and guidelines on how to start and proceed in this.

Griff Richards. Searching for sustainability - Collaborative futures for Open Education

The recent emergence of "free" education in the form of OER, open courses and MOOCs has shaken the foundations of both traditional face-to-face and distance learning institutions. However the question of sustainability hangs over these advances. While MOOCs powered by large universities are finding support as public relations activities, their academic results remain disappointing and some would relegate MOOCs as being more appropriate for shorter professional development activities. On the other hand, Open Education Resources have enjoyed significant gains in short-term funding and backing by both private foundations and international development organizations, but all learning resources have a shelf life and the question of maintenance is seldom discussed. This presentation discusses alternative models of developing and maintaining open knowledge that could be brought to bear to boost the sustainability of Open Education Resources.

Dr Griff Richards has been optimistically searching for the best ways of using technology to improve education for over 35 years. A Canadian with PhD in Educational Technology, he has been at the forefront of several Canadian and international projects. He has looked in all kinds of contexts - from military to health, from university to kindergarten. He is currently looking in Africa with 27 universities in 21 countries. He dreams that technology will help provide access to quality education for millions of disenfranchised learners, and that learning conversations will be seen as the beginning of intellectual discourse, not the end result. He is still hopeful. Dr. Richards is currently Manager of Educational Technology & Learning Resources with the African Virtual University. He is a Fellow of the Technology Enhanced Knowledge Research Institute at Athabasca University where he teaches into the Graduate Programs in Distance Education. He is also an Honored Professor of the Institute for Social Sciences and Humanities Research in Kazan.


KMOOC for Knowledge Sharing of ODL

MOOC is an massive open on-line courses defined as the self-paced or training and education over the internet to an end user device with free of charge everywhere. In view of MOOC it has many advantages such as reduction of education cost, repeated learning, customized education, and self-paced learning.

MOOC system for open and distance learning has improved the lack of two-way communication and repetition, the main weakness of the existing media, TV, radio and written text. And it has extended the opportunity of learner by operating a variety of curriculum on the basis of e-learning.

This paper describes the role, meaning and future agenda of KMOOC for ODL higher education that anyone who wants to study could study anywhere, anytime with the internet. In the context of increasing these new forms of cross-border provision of education, national and international quality assurance of MOOC became an issue. Quality assurance of MOOC is fundamental infrastructure use as technologies. Given the best quality of materials does not automatically induce learning and especially in e-Learning. Quality, for providers and receivers, is an issue that is involved in learning and teaching. Compare to conventional learning materials, MOOC could be explicit that it works in favor of quality. Also the guideline and evaluation criteria of quality assurance of KMOOC was considered for each developing process of analysis & planning, design & development, implementation and evaluation. This paper recommends what will be an ideal combination of KMOOC consortium; universities, MOE related institute and company of ICT for education too. Also the initial investment for implement, management and evaluation of MOOC should be official fund from government and company.

Dr. Taerim Lee is Professor of Bioinformatics & Statistics, Dean of College of Natural Science of KNOU, former director of KNOU Institute of Distance Education. She was the program organizer and coordinator of the KMOOC 2014, e-ASEM RN1 meeting at Bangkok 2013 December, ASEM e-Learning ICT Colloquy in Sept. 2006 with 27 countries in Seoul and the e-ASEM Network follow-up meeting in 2007. She works 30 years in the fields of Life Long Learning at KNOU and during last 27 years she had developed the computer based teaching instruction starting with 8 bits Apple computer at 1986. She is a biostatistician and now the vice president of Korean Statistical Society, the former vice president of International Association of Statistics Education, the former president of Korean Society of Public Health Statistics and the former president of Korean Classification Society, and the representative of Asia Pacific area woman statistician of ISI. During her term as the director at KNOU e-Learning center, she took charge of the president of KUACE (Korea Alliance for Cyber Education) with nationwide 89 universities. Her contents of Introductory Statistics were open to the APEC Cyber University for Public Health and ongoing collaboration with UNSIAP (UN Statistical Institute for Asia Pacific) of online education for Asia pacific official statisticians. She published many books and e-Learning contents of statistics, Statistics and Life, Introductory Statistics, Exploratory Data Analysis, Data Analysis for Life data and Bioinformatics, Data visualization.


Vladimir Zuev. Learning Analytics as an Instrument of Adaptive E-Learning.

Article deals with adaptive e-learning deployment problem based on business intelligence approach. Solution of problem is connected with wide use of learning analytics methods.

Zuev
Vladimir Zuev (born 1956) is educator and researcher on e-learning at Moscow State University of economics, statistics and informatics. He has published more than 40 articles and provided almost 20 seminars, conference presentations and workshops in different parts of Russian Federation and abroad.

He is also an associate professor at the Kazan Federal University and a researcher and strategist with the Institute for social sciences and humanities in Kazan, Russia. His role involves planning, researching, and implementing e-learning technologies, with a focus on systemic impact and institutional change.

Vladimir Zuev graduated from the Moscow State University in 1979. His PhD work, with the Institute of atmosphere physics (Moscow), was focused on laser technologies (1988).


Nikolay Bayandin. Application of Methods of Distance Learning in Training Specialists for Business Intelligence.

Busness intelligence becomes an important business process, defining competitiveness of a company in the conditions of tough competition. Training of such specialists is very rare both for Russia and abroad. This profession reguires knowledge of many disciplines and respective experience. This is why the main learning audience are professionals already working in business. For them the most flexible form is informal professional learning in a distant format. The learning methods and tools are discussed.

Dmitry Ivanchenko. The Role of Mobile Technologies in the Construction of a Virtual Learning Environment.

This article discusses some of the prerequisites of application of mobile technology in institutions of higher school. The author suggests the construction of Virtual learning environment, based on using mobile technology; discusses the approaches to mobile devices management in the information space of the university; offers mobile data services to support a variety of organizational and educational processes.

Has more than 15 years of experience in using information technologies in educational and social systems. Has authored more than 40 scientific publications, scientific methodological and practical guides. Maria Pannatier. A Virtual University Chair: from Design to Process

The presentation will introduce resources and processes of MESI University Virtual Department for ICTs in Education specifying the essence and aims of the department, its educational programs objectives and specifications, history of creation and development. Moreover, it will cover the drivers and factors of growing eLearning markets in Russia, the portrait of its students who needs to be trained in the existing context, what to teach and what is necessary to learn today for an eLearning specialist, and besides how to train and learn at the virtual department in technologically rich environment. The presentation will describe academic mobility possibilities for students, professors staff and kinds of eLearning vendor interaction. It is important to concentrate on the department and students final papers research areas, departments projects and development perspectives in search of further academic partners.

Aiming at organizing of quality training of distance teachers the development and piloting of branch professional standard Pedagogical Activity in Distance Learning is being carried out.
