The development of technology considerably changes major characteristics and even the philosophy of education. Distance learning and e-learning have become a part of daily life and penetrate into conventional educational establishments. OER and MOOCs, as well as emerging smart education challenge existing educational systems. The kaleidoscope of approaches, techniques, breakthroughs and gaps in education make sharing experience and promoting cooperation a vital necessity at international, regional, national, local and institutional levels.

Connecting the World through Open, Distance and e-Learning

  • open, distance and flexible learning for reduction of the gap between formal education and work
  • e-learning in a conventional educational establishment: challenges and possibilities
  • distance and smart education: narrowing or widening digital and cognitive gaps?

Working languages are Russian and English. Simultaneous interpretation will be provided at all plenary and selected parallel sessions.



The International Council for Open and Distance Education (ICDE) is the leading global membership organization for the open and distance education community, and is open to institutions, educational authorities, commercial actors, and individuals. ICDE has consultative partner status with UNESCO and shares UNESCO’s key value the universal right to education for all. ICDE further derives its position from the unique knowledge and experience of its members throughout the world in the development and use of new methodologies and emerging technologies. ICDE was founded in 1938 in Canada and today has members from over 60 countries worldwide. ICDE's Permanent Secretariat is in Oslo, Norway, and has been hosted by this country since 1988.


Moscow State University of Economics, Statistics and Informatics (MESI) founded in 1932 is nowadays one of the leading Russian universities that combines wide experience and strong scientific traditions with innovative process of education and training professionals. MESI today is a venue for around 100 thousand on-campus and distance learning students, including foreign learners from 52 countries. Its an innovative complex with a network of more than 20 branches located in different parts of the country and abroad. It runs educational programmes at all levels for different categories of students widely using ICT in teaching and learning, research, managerial and social activities.
