Head of the working group on legal support of electronic education at the Expert and Consultancy Board on e-learning, distance education and introducing new learning technologies under Education and Science Committee of the Council of Federation.
Member of Executive Committee and General Board of the European Association of Distance Teaching Universities (EADTU).
Taking into account the importance of Bologna process and our constant willingness to open new opportunities for the students, we pay our special attention to developing international cooperation. MESI has variety of partnership agreements with educational institutions and organizations from Belarus, France, Germany, Italy, Latvia, the Netherlands, Republic of Korea, Slovenia, UK, USA, and other countries. Prof. Tikhomirov joined MESI in 1992 as a Rector. Since 2007 he holds the position of President of MESI. He is responsible for strategy of MESI development. Government of Russian Federation awarded him for his achievements in education development. He is the leading expert in automated management systems in industry; from 1974 to 1988 he managed the development of more than 350 projects in this area. He is the author of more than 120 scientific works.
He holds the position of President of Association of Economic Higher Schools, President of Eurasian Association of Distance Learning, Vice-President of International Academy of Higher School, Vice-President of Academy of Technological Sciences.
His professional areas include: artificial intelligence / expert systems, education development, smart university, smart society, e-learning and knowledge management.
